I don't know if this can solve your case, but a similar case out of the door was solved like this:

Go to the control panel (on the vps that operates the game / your pc if you use it offline), go to the region, click on additional settings and on the decimal symbol you change comma for dot, restart everything and try it out

Simple, with nothing extra, completely clean, just the standard Arcturus SWF content, but with NitroHTML5 and BrainCMS already configured
