PHP Version (bis 5.3 ab 5.4 geht fast nichts, musst alles umschreiben wegen htmlspecialchars) oder hast du was an der Userverwaltung oder irgendwas in der Datenbank geändert was den Fehler auslösen könnte?
Welche IV Version? IV4 oder IV5?

Auf was willste den deine CMS installieren?
Mach mal Display_Errors an.
Dann kannste schauen wo das Problem liegt.

Oh Gott, bitte nutze den PHP Tag oder poste das ganze auf Pastebin. So haben wir keine übersicht.
Anscheinend nutzt du eine veraltete Funktion, und sollst date_default_timezone_set() benutzen.

Beispiel:

date_default_timezone_set('Europe/Paris');

Such das ganze in den jeweiligen Zeilen, und ersetze diese durch meinen Code.
